A member of the community asked that the following be posted on his behalf. The text is presented as given, with a little English editing added for publication plus some maps for clarification. Here it is.
"The print version of the Roane County News on Friday, July 17, 2009, carried a story that cries out for comment." [No link is possible because it is not up on their RoaneCounty.com website.]
"The story, which contained a number of inaccuracies, concerned the possible annexation of the Parkview subdivision by the City of Rockwood and the extra taxes Rockwood would reap from the area."
"Contrary to what was stated in the story, the City of Rockwood does not currently provide fire and police protection (other than mutual aid) to the Parkview subdivision. Fire and emergency medical services are provided by West Roane County Volunteer Fire Department."
"The story stated insurance premiums would go down for Parkview residents with annexation. However, there are no fire hydrants in Parkview and the Rockwood Fire Department has no tankers for water supply. How can insurance premiums possibly be lowered by annexation?"
"The water mains aren't large enough in Parkview for hydrants to be installed. State law requires at least a 6-inch water main for hydrants."
"The possibility of the city purchasing tankers for fire water supply is very low. In addition, the possibility of new water mains is very slim."
"The volunteer fire department's budget keeps shrinking, so they probably won't be able to continue to provide an annexed Parkview with tankers through mutual aid. Is the city going to make monetary donations to West Roane VFD for their help? Probably not."
"Also, at present Rockwood city police do not patrol the streets in Parkview."
"The paper stated also that the annexation would involve approximately 300 residents. A physical count of the homes there on Friday yielded only about 70 homes in Parkview. Is the city averaging 4 persons per home or does this annexation involve areas that are not mentioned, such as Circle Drive, Burke Mill Road, and Smoke Rise subdivision, or even the Eureka community?"
"The City of Rockwood has already not been taking care of areas they have had for years. There are poor water mains and no sewer in several areas."
"Rockwood has done very little for areas that have been annexed in the last few years. They have not installed sewer service in the Pond Grove and Plemons Road areas. They may have installed one fire hydrant there, or even maybe two."
"In short, all the real facts were not in the newspaper."

The Parkview subdivision is clearly marked on the Mapquest map. In the following detail from the West Roane hydrant map, Parkview is below the "WRC" and to the left of Station #1's red star. There are no red dots there; Parkview apparently has no hydrants.

I wish the original story were online. As I recall, the annexation vote was supposed to be Monday. Does anyone have the details?

Annexation
The Planning and Zoning Board met Monday July 13, 2009 to discuss and vote whether to send the annexation proposal to Rockwood City Council. This was accepted and will be on the agenda tonight July 20, 2009 for the first reading. The second reading will be at the August meeting...As a Rockwood City Councilman, I urge all interested parties to be at the meeting...7pm......Ray Collett

I hope if Rockwood really wants this annexation that they are able to come up with better arguments for it than presented in the Roane County News.
Library - Parkview residents already have library access
City Park - ditto. I was surprised the paper even listed the library and the park as annexation benefits.
Fire service - as far as I can tell, it would stay the same (tankers from West Roane VFD) or get worse.
Insurance rates - stay the same
Police - this is a tossup between city police close by and Sheriff's deputies possibly far off.
Water - already on Rockwood water
etc.
None of this sounds compelling compared with the--what was it in the paper?--$20,000 in increased taxes that would be levied, about $286/year per house (since there are about 70 houses there).
Am I missing something? :)

Annexation
Well, I had to vote first on the annexation tonight and my vote was no. When I moved back to Rockwood a few years ago, I wanted in Rockwood..not the county. Imagine my surprise when I got a $300 property tax bill from the city and THEN a $600 bill from the County. For what? A gentleman said tonight that he uses our library. I pay for his privilege. Here are a few things most of the residents did not know...
On a parcel of land appraised at 10,000 and a house appraised at 70,000..total $80,000.
The county tax rate is $2.63 per $100 of assessed value. Annual county taxes on this property would be $526. If annexed, the county rate drops to $2.54 or $508 The city tax rate is $0.85 per 100 or $170 in city taxes..The combined taxes for a City resident would be $678 (508 + 170) versus $526 County..Difference..More +$152 per year
Water..City residents pay a lower rate ( $8.53 minimum up to 200cu.ft/mo, plus $2.39 for each 100 cu. ft. of usage..Outside the city, the rate is (14.91 minimum up to 200 cu. ft. plus $4.19 for each additional 100 cu.ft. Boased on an average monthly usage of 1000 cu ft, the monthly water bills would equal $27.65 for inside city, and $48.43 for outside city customers which is @0.78 /month and $249 per year.Difference Less- $249year
Gas..At current rates (which may vary) Natural Gas customers outside the city pay $14.44 per decatherm, while city residents pay $12.69 or 13% less. An average monthly bill of $80 per month would be $960 per year outside the city and would equal $840/year or 70 month inside the city...Difference Less - $120 per year
Fire Insurance. Insurance companies usually base their rates on ISO ratings (Insurance Services Organizations) This rating is based on Manpower, water supply, equipment, training, etc. Rockwood has an ISO rating of 4, which is the best in Roane County. The ISO rating outside the city varies from 6 to 9. A recent quote from a local agent was for ISO 9 = $507 versus ISO 4 = $370, a savings of 37% or $137 per year..Difference.- $137/yr.
These savings could double or triple depending on the homes value.
I do appreciate the attendance at tonight's City Council meeting, and in all honesty I don't think the planning and zoning boards made everything clear to the residents. I only hope as many show up at the Roane County meeting and protest an increase in the tax rate, (especially for us City residents who don't live in the county).
