According to city staff, the TVA has stopped reimbursing Kingston for the expenses the city is incurring because of the ash spill.
With no explanation, they stopped paying in April.
Recently the TVA sent us a very one-sided contract outlining terms of reimbursement. The contract was so unfavorable to the city that staff didn't bother showing it to the city council.
The TVA knows each day depletes our meager bank accounts - cash on hand.
Could it be that not paying is a tactic meant to put the city in a financial bind that might force us to give into the TVA's one-side contract?
By allowing the debt to rack up, the TVA's top brass are giving themselves leverage to use against the city. Withholding payment will certainly give the TVA a pry-bar (or club).
Indeed if this goes on much longer the city may have little choice but to capitulate and accept the TVA's one-side contract (we must remember that no matter how personal to us, to corporate TVA this is just business).
Whether the TVA pays or not, the city is spending $2,000 per day for water testing.
Additionally, we have been unable to use our spring (the ash spill smashed the water line from the spring). As a result, we are processing river water at a much greater cost. The TVA is not paying us for this extra cost either.
At last night’s council meeting, I recommended charging TVA interest on the money the city has to spend on its behalf.
Staff agreed.

Intimidation
This is the same tactic TVA continues to use on people that still need help. It is intimidation designed to make the whole community fold. TVA has no heart. They sit back hoping they receive immunity for the disaster. Immunity would be a bigger crime than what they are already doing; murdering our beautiful county.
Maybe it is getting to the point that we have to do something even we have been trying to avoid; get radical. I still hope it doesn't come to that, because the negative PR would be just as bad for the county as it would TVA. But, what are we supposed to do now. These people do not care about anyone reading this post. They do not care who suffers, or who has lost what.
Folks, it's time to turn up the heat with everything we can find that puts TVA in hot water. It's time for everybody that has time to start researching, and telling it like it is. We can no longer wait to see if they really want to make us happy and whole again. Everybody needs to be at meetings asking questions and putting them on the spot. And if some of our elected officials try to silence us, then we put them on the spot too.
This TVA strong arming has got to stop. It has gone on much too long. It appears that our only hope is COMMUNITY UNITY. If we do not step up now, we deserve what we get.
TVA - Doing the Right Thing, "Make Us Whole" - HARDLY
The ethical baseline in which TVA conducts business and makes business decisions is most appauling. My guess is three words, "Shook and Hardy".
TVA does not care that they are not holding up their commitments.
TVA does not care that communities and neighborhoods have been severely altered due to their liable actions and lack of properly engineered / maintained Fly Ash mountain.
TVA's culture does not include accountability.

I received my TVA propaganda
I received my TVA propaganda in the mail yesterday. I wish I had the money to send out a mailing! I would tell the Stories about people like my grandmother that the TVA is kicking out of her rental home and Penny and Evyn. And about the sick people that are left out there! I do not understand why the TVA is choosing to fight these small battle for? For the life of me I cannot figure it out. And lets tell the stories about the people that still live there that is covered in dust. But cannot take the low ball offers the TVA has came at them with. Because they still own on their property and homes. Plain math tells anyone that after you payoff a mortgage what these people have left is nowhere near enough left to start over. These people did not choose to have to pay off their mortgage right now or try and find a new home or try and get financed again right now. Most of these people are on fixed incomes and could not even get financing! I am still waiting for Mr. Kilgore and his promise of making people happy and whole again too. By the way where has Kilgore been????? I have called him 10 times but no return call. I know Andre Ray monitors this blog. So my plea to the TVA is do the right thing take care of these people that have had their lives and homes ruined. Stop low balling them and treating them like they have to operate on your terms when you all are the ones that have ruined everything for them.

I don't get it...
I guess I'm just really dense, but I just don't understand why TVA isn't helping us? Do they not care about PR? Here's my biggest question: Why does it seem that they'd rather that we are all running around telling bad stories about our situations rather then good ones? Do they not care about the black eye they are getting? Do they not care that when 60 Minutes came out to our house, we had nothing but bad stories to tell? Wouldn't they rather that when 60 Minutes airs we are standing there telling the world how well TVA treated us? The 60 Minutes producer said that he hopes when he comes back at the beginning of August that we won't talk to him because TVA has bought our home. Then everyone laughed because nobody sees it happening. I just really don't get it.
Our situations are small peanuts to the pocketbooks of a big entity like TVA. Seems to me that settling some of these situations would go a long way towards buying some good PR for TVA, for cheap. I guess they just like to be known as the company that doesn't care.
This is not the first
community that TVA has dumped a massive cowpie on. However, they have very tall boots that allow them to walk unhindered amongst us, while we pick our way through the dung.
In 75 years, they have weathered every negative event they have caused by creating a legal and political shield around themselves. Pleas from outside the agency seem to just bounce off of their armor. By now, it is apparent that public opinion, while a reality, is none of their business.

I may have hit the nail on the head that TVA had turned Kingston's invoices over to their Department of Dirty Tricks.
