Even text stored in images in a PDF can be readily extracted. I use a wonderful utility called Able2Extract Pro. I'd post an extraction but I'm not sure of the copyright issues for this particular document.

You are welcome! I've used Able2Extract Pro on many documents, including even very large documents (hundreds of pages).

If it does balk or hang on an overly-long document, convert only a part of the document at a time, then put the results together at the end. Conversion of 200 pages at a time works well for me. If your computer could use more memory, try a smaller number of pages for each conversion run.
