... how about all levels of government and petroleum usage?

1) We reduce usage of gasoline and diesel because of prices and numerous other factors (but mainly because it hurts so much to buy it).
2) Prices go down.
3) Consumption doesn't go back up.
4) State and federal revenues go down because they're not getting "enough" gasoline taxes.
5) All the governments want to go up on gas taxes - by as much as 50% - to recoup their lost revenues.

So here's what happened: We have been encouraged to cut our oil consumption. We have cut our oil consumption. So now we are to be taxed MORE because we exhibited the desired behavior?!?!

Does anybody besides me see PROBLEMS with this???
