The documents regarding impropriety during Teresa Kirkham's term in the Property Assessor office are now a matter of public record and appear to paint a picture of a rein of terror upon anybody who posed a threat to Ms Kirkham.

Reading through the documents on this is a surreal window into the office from hell. People in Teresa Kirkham's inner circle could bask in her glow, while people who opposed her were threatened and then attacked with lies and vicious slander. Ultimately brought down by the cover up, it remains to be seen why Kirkham risked everything to protect a porn addicted employee who should have been terminated quietly, for his sake and hers.

When confronted with the video evidence of Moore's porn viewing and his personal acts while on the clock, Kirkham should have simply terminated him as quietly as possible. Instead we have three signed statements that she chose to threaten the people who brought this to her. Among the allegations in their statements:

Kirkham stated she had spoken with DA Russell Johnson and he said that the employees were the criminals and had committed a felony by videoing someone without their knowledge. They would be fired, go to jail, lose their voting privileges, be unable to run for public office, and more if they ever mentioned the videos(there are two of them taken on different dates). Kirkham appears to have never spoken with the DA on this matter. In a letter to current Property Assessor, David Morgan, regarding this, DA Johnson states "I do not talk with Teresa whenever she attempts to call me..." We can watch to see if Kirkham calls the DA a liar as she has her former employees.

Moore was watching porn on another employees computer, apparently so that if it was discovered that employee would get blamed and not him. This was partly responsible for the other workers in Melvin's office getting suspicious. In addition to Moore's not getting any work done, the other employee noticed that his web browser history was erased after Melvin worked late. Finding his work computer being tampered with is what finally drove the employees to set their computer web cameras to record. Almost every computer now comes with a web cam and built in software to be used as a security camera. Most of them can even be set up for motion activation.

Two employees state that Melvin Moore told them he had used their computers to watch his porn for ten years. On his last day at work Moore had closed door meetings with them and made a number of threats, some of them regarding their family.

So what do we have ultimately?

On one hand we have an employee who knowingly misused County property while he was on the clock perhaps for as long as ten years. He used other employees' computers so that if discovered they would be blamed instead of him. When finally brought to the attention of then Property Assessor Kirkham she chose to protect the guilty employee and threatened the innocent ones with prosecutions that were a complete and calculated lie.

On the other hand we have the burning question, "Why did Kirkham risk her reputation and possible lawsuits on a coverup to protect Melvin Moore?" I think the porn scandal is a side issue that ultimately means little.

Common sense says that there are other far more serious improprieties in the Assessor's office under her term that Kirkham is trying to keep from coming to the surface. If so, let's get the truth out and let the disinfectant of daylight and public scrutiny do its work. Let the chips fall where they may and then move forward.

Kingston City Manager?

Is the position of City Manager in Teresa's future? I've heard it's possible. She only needs a few months to collect a full government retirement from the taxpayers. The City Council and Mayor would need to waive the education requirements, etc. Who really wants their future tied to Teresa's? Mayor? Council? Another day in small town politics.

Stranger

Stranger things have happened. Would not be surprised at a waiver of qualifications. Where Kingston is concerned nothing surprises me. I always wondered why Mr. Pinkerton's prior relationship with Vaughn Melton Engineering never seemed to be an issue, at least I never knew of it being discussed. Indirect conflict of interest. Other examples are out there which illustrate the pervasive "good ole boy" mentality in the City of Kingston.

Let's not forget it was Teresa and her chief appraiser, Melvin Moore, that testified during the May 30 hearing against JT Woods at his unemployment hearing. He was dead a short time later. He reportedly was in a relationship with Teresa before she hired him and was terminated afterwards. He was originally granted unemployment until he announced his run against her for Property Assessor. We know Teresa held power over Melvin from these latest developments. This all sheds new light.

The videos appear to be from the winter of 2011. The JT Woods hearing was May 30, 2012, with his death the next day. This investigation should be re-opened. The cases was closed very quickly, basically immediately. The unemployment hearing and final judgement may have been comprimised through the control from these videos.

This would be an extremey controversial move

With the fact that Kirkham ordered several employees' computer hard drives erased there is the question as to whether there has been obstruction of justice on her part? There is a record in the file that the computer technician, Lou Goldblatt, was "receiving pressure from Teresa Kirkham" and wanted to speak with the DA of an agent prior to his talking with Teresa.

Surely there is a candidate who actually has the education and credentials for that job. Kingston would be ill served otherwise.

I am sure there are many capable and qualified people in the area for the job. But, are they willing to place their proboscis where the bosses want it to be?

Section 6.04. Manager's general powers with respect to personnel. The manager shall have the power to appoint, promote, suspend, transfer, and remove, or to take any other established personnel action with regard to all administrative officers and employees of the city responsible to him; or he may, at his discretion, authorize the head of a department or office responsible to him to take such actions regarding subordinates in such department or office. The manager shall appoint such heads of administrative offices, organization units, and activities as he may deem necessary. The manager may combine, or personally hold, any such administrative offices herein or otherwise established, but shall receive only the manager's salary, and he may delegate parts of the duties of the manager's office to designated subordinates.

Section 5.03. Council-manager relations generally. The manager shall be responsible to the council for the administration of all units of the city government under his jurisdiction and for carrying out policies adopted by the council. Except for the purpose of inquiry, the council and its members shall deal with the administrative officers and employees solely through the manager. Neither the council nor any member thereof shall give orders to the manager's subordinates or otherwise interfere with managerial functions through such means as directing or requesting the appointment or removal of any of the manager's subordinates, or the making of particular purchases from, or contracts with, any specific organization.

Section 5.04. Manager's general powers and duties. The manager shall supervise the administrative affairs of the city. He shall be charged with the preservation of the public peace and health, the safety of persons and properties, and the enforcement of the laws, ordinances, and franchises, and the development and utilization of the city's resources. He shall make such reports and recommendations as he may deem desirable and perform such other duties as may be prescribed by this charter or required of him by ordinance or resolution of the council not inconsistent with this charter. He shall have the right to take part in the discussion of all matters coming before the council, but not the right to vote.
