Whither (or wither) the surplus state government was touting last year?

Tennessee is facing a financial drought as well as a weather drought as the second session of the 105th General Assembly gears up.

What were the causes? Is there a place to put "blame" - or is blame the wrong way to go about it. One of the comment to the article point to raises some of the state Commissioners got. The comments certainly are... "interesting".
