From the RCN:

“You can no longer give a raise based on years of experience or degrees,” he said. “I don’t approve of it. I don’t know of any other profession that you don’t get a raise for increasing your experience or your degrees.”

No word on exactly how "merit pay" is to be determined. Anyone remotely familiar with the system of teacher evaluations knows it is a disaster. Also no word from the RCN on Rep. Calfee's and Sen Yager's positions and votes on this.

Two sides

Possibly another side it that we have all seen/had a teacher with lots of years and lots of degrees, that are just not good teachers. We wonder why they teach because they have no apparent love for the task. Of course the same applies with lots of other occupations. Then, on the other side, how objective are the "merit" standards, how easily and accurately can they be measured. And there is always the possibility of personality conflicts that could deny a deserving person of a merit raise.
Not an easy solution.

Those people are totally rare, C. There's almost no teacher that lasts until retirement age who doesn't love teaching.
