February 4, 2010 Meeting Minutes (approved March 4, 2010)

Agenda:
An agenda (attached) was provided by Recorder Mary Anne Koltowich via e-mail prior
to the meeting and reviewed. A motion was made and seconded to approve the
agenda. The agenda was approved by unanimous voice.
Approval of Minutes:
The November 5, 2009 minutes were previously submitted for Board review by e-mail,
with review comments incorporated. A motion was made seconded to approve the
minutes. The November 5, 2009 minutes were approved by unanimous voice vote.
Public Comments:
None at this time.
Proceedings: Chairman Frank Kornegay called the scheduled meeting to order at 6:00
p.m.
A. Addition of RCERB Student Member 2010 – Gail Okulczyk reported no returns
from phone messages from Rockwood High School. Mary Anne Koltowich
reported Alex Bear will not be able to participate and will follow up with Roane
County High School about another candidate. Follow-up required.
B. Annual Summary – Gail Okulczyk submitted a summary of the 2009 RCERB’s
activities. It was noted the RCERB had good attendance at meetings;
participated in numerous public meetings (e.g., County Commission and TVA
ash spill). The summary will be sent to County Executive Mike Farmer for his
information.
C. DOE Monitoring Wells Clinch River Area – John Owsley from TDEC has agreed
to be a guest program speaker for the RCERB. Frank Kornegay will plan this
meeting for April 2010. The program will center on TDEC’s well monitoring

program for the possible migration of contaminants under and to the south of the
Clinch River.
D. TVA Emory River Ash Spill – Non-Time Critical Cleanup Alternatives (EE/CA)
EPA Project Manager Craig Zeller is willing to present a program to the RCERB
and bring Marshall Adams (Technical Lead and an ecologist from ORNL). It was
decided the March 4, 2010 would be the best time in order to get more
information on the EE/CA before the April 5, 2010 deadline for public comments.
Frank Kornegay will follow up and invite Craig Zeller for our March 2010 meeting.
E. Impact Services – TDEC has rejected the permit application primarily due to
incompleteness of critical and required permit attributes. It was reported Susan
Gawarecki (Oak Ridge Local Oversight Committee) noted the deed restrictions
from DOE were supposed to follow the sale of this property to the new owners.
This has not apparently occurred with the situation of transferring the property
from DOE to CROET.
E. 2010 RCERB Strategic Planning – Most of this meeting discussed what the
RCERB needs to focus on for the next six to eight months. The following items
were submitted:
1. Solicit input from County Executive Mike Farmer to get agenda items and
activities to support.
2. Ongoing activities related to the TVA Emory River Ash Spill. Provide review
comments on the Non-Time Critical EE/CA in conjunction with the Long Term
Recovery Committee.
3. DOE Clinch River Monitoring Wells
4. Caney Creek development – What was the final resolution on calling in the
bond from the developer? What lessons did the county learn for the future?
5. Trash/scrap yard nuisance properties – Learn the basis for the District
Attorney’s dismissal of court cases.
6. Litter – Sponsor and invite Judge Potter to do another program, possibly at
Roane State; work with Keep Roane Litter Free (outcome of Keep Roane
Beautiful)
7. Hazardous Waste Day – Support and help sponsor this event. Minna
Andriulli will scan information and send to the RCERB members.
8. Publicity and education – Request Terry Likens from the Roane County News
to attend RCERB meetings and report activities. The RCERB could write and
provide articles for the newspaper as a public education tool.
9. Recycling efforts – Contact Michael Dunn Center about involvement. Contact
the Roane County Jail regarding the litter pick-up program for inmates.
10. TVA Campgrounds – Gain information as to the status of the local TVA
campgrounds and what is being done to keep them open, clean, and safe (no
long-term residents or inappropriate dumping of waste).
F. Kingston Animal Hospital – Bobby Davis reported on the status of the hillside
behind the veterinarian’s facility. Much of the Exterra ground

seeding/stabilization material washed down the embankment during the recent
heavy rains. Harrell and Kathryn Simpson (owners) have contacted Exterra to
come back and re-treat the hillside. This is planned for when the weather has
improved.
A motion was made and seconded to adjourn the meeting. Chair Kornegay adjourned
the meeting at 7:10 p.m.
