Kingston traffic is a mess. They have backward traffic light turn signals and lights 50 yards apart that rarely let you through both at one time. The Highway 58/70 intersection is notorious for clogging up in both directions. From what I can tell the plan is like a back operation, it will still be a pain when they're done. The real solution is to move 70 off the causeway to the other side of the school but that ain't going to happen without a lot of heartburn and some rabble rousing. I suspect downtown Kingston will be a disaster area during construction. I feel sorry for businesses on the corners.
