Headrick Calls for Chattanooga Lock Replacement

In an interview with Channel 9, WTVC in Chattanooga today, September 5, Dr. Mary Headrick stated:

“The Chickamauga Lock should be replaced. Until replaced, it should be repaired and remain in operation. The new construction, already underway, should be federally budgeted, partially federally funded and new construction resumed. I favor increasing the marine diesel fuel per gallon tax, as favored by barge operators, creating block grant transportation infrastructure project funds that would apply to the Lock replacement needs, creating very low cost bond opportunities through the federal government and state government, repaid by all of: diesel tax and usage fees along with continuing appropriated federal transfers of funds AND from the Inland Waterway Trust Fund. I favor modifying the Inland Waterway Trust formula for projects (while still being sensitive to Mississippi and Missouri River flood issues).”
