The EPA report presents three options of dealing with the remaining 500,000,000 cubic yards of ash:

Cover it with a clay cap layer (dubious at best)

Dredge it up (stirring up all kinds of legacy nasties in the process)

Walk away from it and hope for the best(cheapest and the most likely)
