The frequency of the sessions with those who are trying to block the new rules has aroused suspicions among those who argue the standards are necessary to protect public health and avoid another environmental catastrophe like the coal-ash spill at the Tennessee Valley Authority's Kingston Fossil Plant in December 2008.
