The cover letter and report are found here: Update: One thing I see is that this report is merely an engineering examination of the structural problems with wet coal ash storage and states that the engineering problems can be solved. What it fails to state is that coal ash should not be stored wet in the first place. No consideration has been given to the heavy metal leachate that exudes from these facilities into surrounding watershed. I am rather disappointed so far.
